One of our smoke trees has considerable growth at the base. We do cut them out but are wondering if there is a way to stop this growth. These are similar to suckers and are right at the base of the tree. Our tree is about 3 years old.
Pruning of your Smoke Tree can be done as a bush shape or you an prune it to have a more tree like appearance.

My question did not refer to pruning for a tree as opposed to a bush. We know how to do that. We need to know how to eliminate the growth (suckers?) at the base of one tree. The other tree does not have this problem.
Perhaps, this article on Tree Sucker Control will help: https://www.gardeningknowhow.com/ornamental/trees/tgen/tree-sucker-removal-and-tree-sucker-control.htm
Is there a best time to deadhead the flowers on a smoke bush?
Late winter or early spring is the best time to trim your Smoke Trees.

Your post about smoke trees (Cotinus) mentions the smoky flowers bloom in summer and pruning in late fall or early spring. This is contradictory to the fact that it sets on buds on old wood, blooms in spring, and the "smoke" feature are not the actual flowers but remain through the summer. It's a tricky situation to control, as you would need to prune by late June to avoid removing next year's flower buds, but then you lose this season's smoke display. What's important to note is that you cannot prune this tree or shrub in late fall or early spring, as you will most definitely cut off the season's flowering buds (similar to lilacs ).
Pruning for you Smoke Bush/Tree should be done when the plant is mostly dormant.
Since the Smoke Bush blooms after June 1'st, you can prune in early spring before it sets buds.

I have brown tips on the leaves. Could it be a fungus?
In most cases, brown tips of leaves are caused by environmental factors. The most common are explained in this article:
There is a serious fungal disease known as Verticillium wilt which can affect smoke tree. In this case, you would most likely see an entire branch or multiple branches full of leaves turning brown and dying. The symptoms would start on one part of the tree and gradually spread. Here is more about this disease:

I have a fairly large smoke tree (bush), about 4 metres high. I wish to cut it back, as it is over a fence and I'm concerned it may overload and break limbs indiscriminately. How hard is it possible to prune? Thank you very much for your help. Peter Gerard.
You can prune a smoke tree quite hard, even down to the ground, and it will grow back fine.
