    American smoke trees require well-drained soil. Heavy soils like clay may need to be amended to improve drainage. The tree has a high tolerance for drought, so guard against watering too much. Normal rainfall should be enough for the tree except in prolonged periods of drought. Water deeply but infrequently at ground level during drought periods. Mulch helps keep the roots cool in hot summer weather and also helps retain moisture, but should never be piled against the tree's trunk, since this promotes fungal diseases and rot.
    If the smoke tree's leaves wilt and begin to turn yellow around the edges, verticillium wilt may be to blame. This soil borne fungal disease can also cause dark streaks in the sapwood. Verticillium wilt blocks the moisture-conducting tissues and may eventually kill the tree. Prune away infected areas and clear fallen leaves and other plant debris from around the tree. Dispose of the material away from the garden. Keep trees healthy to slow the progress of the disease and consider removing severely infected trees.

    Removing those junipers will be a chore but at least they are shallowly rooted. Smoke tree needs at least 4 hours of direct sunlight to flower; 6+ hours results in an increased number of blooms. I would dig in 4 inches of compost to replace nutrients that the junipers took from the soil. Smoke tree may grow too large for that spot so keep up with pruning.     I believe the tree may be European smoke tree (Cotinus coggygria). Did it bloom in the summer? There is a purple leaf variety that is a common landscape plant. If so, its small tree and should not be a problem that close to the house.

    It would seem that you are zone 4, which will be right outside of its hardiness zone. If the plant went completely unprotected over winter, then there is a likely possibility that it is dead. You can check by cutting it back until you find firm growth that is not brittle. If the whole this is brittle, then cut it all the way back. If you see no growth in a month or two, then it is likely dead.

    There are many different varieties of Smoke Bush.
    Check what type you have planted.
    'Daydream' is a good green-leaved cultivar with dense, creamy blooms. It is a somewhat smaller plant, growing to a maximum of 10 feet wide and tall.
