There are, likely, a few problems. I cannot see the soil, so I cannot confirm whether the plant is rootbound or not. That could be one of the issues.
If the plant is not fertilized, then this could be an issue, as well. Though it isn't important when the tree is young, as it ages the roots can deplete the soil of nutrients.
Proper pruning can help rejuvenate the plant, also, at this plant's age.

I wouldn't give up just yet. I'm linking care and pruning information. I would leave them where they are if they are sited well (see article, they like alkaline soil). Then prune the damaged or broken branches to the collar of the trunk and see how they do. You also might try propagating one just in case. See below.

I have a 5 year old smoke bush that has never smoked. It's in full sun, was not pruned last year, had multiple blooms this year but no smoke! Help!

The bark on our 2ft smoke tree has been eaten away the purple leaves are starting to wilt and curl the bark right at the base of the 12" diameter tree has been stripped eaten exposing 60% of that area. Is there anything we can do to save it?

Hello, We have a cloud tree in our garden (this is our second in the same part of the garden) however both time they appear to be dying, being attacked from the bottom up. We were told the first tree had just died unfortunately, however the second is suffering the same. We understand the soil is fine, and have tried various preventative measures but nothing seems to work. Thanks Adam
It would seem that the soil is, in fact, infected. Healthy soil will not cause this, but since this is the second planting to die... I suspect disease from fungi or bacteria.
Depending on the disease, treatment may or may not be feasible. If treating the soil with a fungicide does not produce positive results, then you will need to plant something that is completely unrelated to the tree, since many diseases are genus specific.

Since the term "Japanese Cloud" refers to the pruning type, and not the tree, it will be necessary to find out what tree species you have.
I can't tell from those photos what type of tree that is, but it resembles a type of Privet.

Please let me know if I can cut into the old wood, if so do should I cut the trunks to the ground? The tree is question is approx 10' tall with a 10" spread and it is 20 years old. The old trunks (about 8 or 9)vary in diameter, some are approx. 4" and some are close to 8" Thank you.
