when do you plant a schefflera plant cutting that has rooted.
Has your cutting already taken root? AS soon as it's started showing signs of new growth, at least one or two new leaves, it should be ready to plant. This article will tell you more about propagating schefflera plants from cuttings:

Leaves are dying
Have you had your plant in bright or direct sunlight? This can cause sun scald on the leaves.
If water splashes unto the leaves, they can suffer from fungal diseases.
Over watering or poorly draining soil can cause root rot.

My schefflera is 18 years old and has been in the same spot for the last 18 years. Over the last month the leaves are drooping no matter how I water. Can anyone tell me what's wrong and how I can hopefully save my plant?
It looks like the weight of the leaves is too much for the stems.
Your plant likely is not getting enough sunlight and is spindly due to that reason.
You can prune your plant.

How can I fix this problem. I think it has mites. There is red on the bottom of the leaves.
This does look like mite damage. The simplest way to control spider mites is simply washing them off plant leaves with a hose, and/or spraying the leaves down with a few drops of dish soap in a spray bottle of water. These articles have other treatment options:

Our 6 year old scheffalera plant has suddenly developed little balls (seems like they are in clusters of 3) at the end of some branches. They are green in color. What could these be? Is there something wrong with the plant? Thank you. Barbara Greenberg bobbie710@msn.com
Not at all! These are flowers! You are fortunate, as I don't see that often.
Here is an article for more information on the care of the plant: https://www.gardeningknowhow.com/houseplants/schefflera/schefflera-plant-care.htm
Which way do you cut the leaf to make it a Horizontal cut in the instructions above? Do you cut it across the middle or do you cut it down the middle from the tip back to the base of the leaf?
Normally you cut the tip, or top half, of the leaf off. In this case, it is not necessary. You can still do this, but schefflera are super easy to root. I have, many times, just stuck a branch tip that has broken off into the soil, only to find a week later it is rooted with no help from me whatsoever.
I cut tall branches off the Schefflera plant which grew too tall and I wonder if can stick these branches into another pot and grow new plant? Thank you for your advice.
Yes! These will root very easily with almost no help. This article will give you information on how to have more success with cuttings: https://www.gardeningknowhow.com/ornamental/trees/tgen/how-to-root-cuttings-from-various-shrubs-bushes-and-trees.htm
