Planted a lot of herbs and flowers, but could this be a weed?
It's hard to get an up-close look at the blooms, but my guess is this is salvia chamaedryoides. Here are some tips for growing it: https://www.gardeningknowhow.com/ornamental/flowers/salvia/growing-different-salvia-types.htm
It also resembles rosemary herb, but it may have something else growing up in it.

I have many Blue Salvia in my perennial garden and I want to make sure they aren’t dangerous or toxic for my dogs?
Salvia plants, also called sage, are generally safe and are not listed on toxic plant lists. Salvia divinorum is not a plant you would typically pick up at the garden center. It is illegal in some U.S. states and several countries.

Your article states it is invasive crowding out native species: however, it IS native to the eastern US. https://plants.ces.ncsu.edu/plants/salvia-lyrata
Yes, it is native. The second paragraph does state it grows wild in much of the Eastern U.S. and into the Midwest. I will amend the note to say "other" native vegetation.
Thanks for taking the time to write.
We have already had our 1st frost & possible more to come. When do I prune this Salvia & cut back to what height?
Typically, you will only prune dead or damaged growth. There will be no need to prune any living growth. Prune as it dies off. As for the flowering raceme- This will, also, be pruned after the flower dies. It will be removed as far down as you can.
Here is an article that will help you with the care of Salvia:

I have only had this plant for 2 weeks and within a few days these white blotches appeared on all of the leaves. It is planted in a pot with moisture control soil. The pot is watered every 2 days.
If it's not bird droppings, it could be powdery mildew or just a plant sport. Since you just bought the plant, they would probably replace it for you.

I have several lovely Hot Lip Salvia perennial bushes. How do I protect them and put them to dormancy for the rainy, cold (some freezing) winter in Oregon?
Hotlips salvia is a hardy perennial in your area so you really don't need to take extra precautions. If you are concerned, you can cut the plant back to about a couple inches from the ground after it goes dormant, and cover it with mulch. Remove the mulch in spring when all chances of a frost have passed.

Just acquired three new salvia plants, Purple Ignition, Wendy's Delight and Pnineapple Sage. Please advice on best sun and soil conditions for small urban garden. My Hot Lips and another are doing well next to a lavendar. I live in SF Zone 9. Thanks!
