    I sincerely hope you did not buy rose seeds expecting to get the rose pictured. The rose pictured is a photo shop creation and there are folks out there selling "rose seeds" that may not even actually be rose seeds.     It sounds like rose slugs. The best remedy is to buy some Bayer Tree and Shrub granules. Apply the product as stated on the label. Spraying the rosebush with a good insecticide would be a good idea until the granules treatment can kick in.

    It sounds like the spraying you are doing is just not getting at the problem. I recommend applying some Bayer Tree and Shrub granules around each of the roses. Work it into the soils and water in well. It is a systemic and should get at whatever the problem insect may be.

    It sounds like you have both a fungus and insect problem. I would apply some Bayer Tree and Shrub granules around each of the roses as directed on the label. Then spray the rosebushes with a good fungicide that is listed to control black spot. If the black spot is in heavy attack mode, you may want to get a fungicide called Mancozeb at http://www.rosemania.com and spray the roses with it at least three times 5 to 7 days apart. It will leave a yellowish residue on the foliage, but that is how it works. Also, the black spots will not go away once they appear on the foliage, however the new foliage should be clean of it if the spraying has been successful.

    You can certainly do a bit of shaping pruning and dead head pruning but a hard pruning is not something I would do this time of year here in the USA.

    Hmmmm... Sounds like a grafted and rose and the top part of the rosebush, the desired part, has died over winter. The hardy root stock it was grafted to is now taking over. I would dig it out and get either the same rosebushes you had before or try something new.
