I have an Autumn Blaze Maple tree in my yard. We planted it last fall (2019). It never turned full green in the Summer. The leaves are either red or Yellow. I water it properly. I also see red/brown bumps on leaves. I am attaching photos. Do you know what could be the reason for this? Is it due to iron deficiency? How can fix this problem?
Those look like leaf galls, which, inside are insect eggs. That is not the cause of your issue, though.
The tree, by this point, is established. You should not have to water, at all. Overwatering will cause the roots to suffocate, which can show as the damage that you see.
Unless the soil is COMPLETELY dry down to about 4 or 5 inches (which you can test with a moisture meter) there will be no need to water. In fact, the act of alternating wet and dry soil will be the key to fast, healthy growth!
Next will be testing the pH, as well. I could guess that the soil is slightly alkaline, which can cause slow growth, as well. A pH test will confirm, which after you can amend with an acidifier.

Usually, that far out is plenty far enough. There is likely another culprit causing the loss of your plants. There may be a need to solarize the area to kill off any weeds and plants that may be causing the matted roots. Once the soil has been solarized, you can plant and will likely have better success.

You will definitely want to cut out any dead branches, limbs, twigs, etc. and safely dispose of them. You may want to consult with a certified arborist to determine whether the tree can be saved.
I have a potted red maple tree (potted while it gets big enough to plant per my city’s shade tree requirements) and it hasn’t been growing leaves on the branches this season. It has been, however, growing offshoots along the trunk so I know it’s not dead. I initially plucked them off when they started sprouting but still didn’t see any growth on top. Any advice?
It looks like the tree top has failed. If this is a grafted Maple, which is likely, then what is growing from the bottom is likely another type of Maple.
This happens for several reasons, but I suspect that the soil remains too wet. This will cause scion failure, almost always.
Make sure that the container has plenty of drainage holes (It helps to have it raised on something so that the water can drain out freely) and that it only receives water once the top 3 or 4 inches is completely dry.
What you can do from here is treat the tree using a fungicide. Cut off anything that refuses to leaf out, and choose one leader to become your new tree.

It sounds like the tree is still alive. You can focus on the established top, or you can choose one of the new shoots to be the "leader". Just be sure to care for it as you would, normally.
