Q.Autumn Blaze Maple- Turning Red
I have an Autumn Blaze Maple tree in my yard. We planted it last fall (2019). It never turned full green in the Summer. The leaves are either red or Yellow. I water it properly. I also see red/brown bumps on leaves. I am attaching photos. Do you know what could be the reason for this? Is it due to iron deficiency? How can fix this problem?

Those look like leaf galls, which, inside are insect eggs. That is not the cause of your issue, though.
The tree, by this point, is established. You should not have to water, at all. Overwatering will cause the roots to suffocate, which can show as the damage that you see.
Unless the soil is COMPLETELY dry down to about 4 or 5 inches (which you can test with a moisture meter) there will be no need to water. In fact, the act of alternating wet and dry soil will be the key to fast, healthy growth!
Next will be testing the pH, as well. I could guess that the soil is slightly alkaline, which can cause slow growth, as well. A pH test will confirm, which after you can amend with an acidifier.
