We cut our fountain grass down to about 12" for the winter and left them out. Live in Idaho where it is quite cold through the winter months. We've noticed some of the other fountain grass around town is sprouting new green but ours is looking dead. How can we tell?
Unfortunately the Fountain Grass likely froze during the winter.
Purple Fountain Grass is hardy down to zone 8. The shallow container would not have offered any protection from the freezing temperatures.
You can lift the plants and store them for winter protection next time.

The tips turning brown and they are not being over watered. this happens every time I plant them. Do I need to replace them?
Make sure you are growing your grass in well draining soil and full sun, though if you are in a warm climate; partial sun may be best.
Watering regularly but drying out between watering.
Apply a slow release fertilizer in the spring, NPK of 3-1-2 or 4-1-2.
Keep in mind that ornamental grasses sleep the first year, creep the 2nd year and leap the 3rd year!

Give them time. I can't imagine a tied up grass looking good at all. Are they in full sun?

I had to do some reading; this is what I found. If you are north of zone 8-9, it is unlikely to survive the winter. It sounds like you have the cultivar "rubrum". One of the parent plants is invasive but rubrum rarely produces seed. So you won't have a problem.

Your grass needs full sun and well draining soil. Cut back on the watering and see how the plant responds.
