Q.Purple fountain grass 3 ft
Our 3 ft. Tall purple fountain grass have fallen over after a heavy rain fall should we cut them back or try to tie them up some way? They don’t seem to be popping back.

Give them time. I can't imagine a tied up grass looking good at all. Are they in full sun?
