I have a plumeria tree, I think that my daughter left behind. It is one branch about 3 plus inches with 2 fork like branches coming out, each a foot long. All thin. Its in a huge pot. It has never had any leaves and each fork has a white flower now and then. They fall off and then shortly after a new bud appears but never ever leaves. It is jut growing straight up and I don't know if I can cut it or cut the fork like branches off or why there are never any leaves. I have had it for the last 5 years. Can I cut it without killing it?? Can I plant it ?
As long as it remains above 35 degrees in your area, then it can be ok for you to plant it. If not Then you will want to keep it in container. It could be that it does not have enough light or nutrients. This article will help you with the care of these: https://www.gardeningknowhow.com/ornamental/flowers/plumeria/growing-plumeria.htm
will wait til they get leaves before I water again. When do I fertilize them?
Worm castings, on their own, are not a fertilizer. They are an amendment to loosen up compacted soils, and improve texture. I love keeping worm castings around and wouldn't imagine getting a refund. They are very useful, though they are not a fertilizer.
As far as fertilization goes- This article will help: https://www.gardeningknowhow.com/ornamental/flowers/plumeria/how-to-fertilize-plumeria.htm

But the branches are 3 times the size. How do I make the trunk grow ?
The way plants grow is as follows: The tip is the only point that will elongate. The middle of a branch or stem will generally not stretch. This is done by tip growth. Tissue also expands outwards to grow wider, but never lengthwise.
It looks like it was pruned very young. It needed to grow a tall leader before being pruned if you wanted to make it taller. For now, the only way to achieve this will be to choose the straightest branch and cut off all but that one. It will set the whole plant back for a few years, but you could get a taller plant out of it by then.
I don't recommend this. Where is is now is where it needs to stay, other than annual pruning. It is just an option for making a taller shrub.

We bought a cutting in Hawaii and brought it back to NM. The directions said to soak it in water until roots sprouted. It's been a warm window sill with direct sunlight and has sprouted three leaves but no roots! This has happened just over the last few weeks as it warmed up. I don't want to keep the cutting in the water longer than necessary waiting for roots but I am also hesitant to transplant into sand with no roots - can you advise? This was a special memento from our trip and I want to help it flourish!
Plumeria propagation from cuttings is quite easily done.
This article will explain the process for you.

Any special tips or helpful suggestions in growing a plumeria inside in the Dallas Temperature? Direct or indirect sun ray for plumerias inside?
Yes, you are outside of their growing zone. You can care for them indoors, though. This article will help: https://www.gardeningknowhow.com/ornamental/flowers/plumeria/growing-plumeria-plants-indoors.htm
Tried two different ornamental insecticides with no luck. Picture attached. They are about 3/16" long.
Applied the Neem oil solution and the unidentified insects immediately vacated the plant. Thanks for the tip!
I'm not able to identify what looks like a larvae stage.
I would use Neem Oil to treat this infestation.
