I have a plumeria tree, I think that my daughter left behind. It is one branch about 3 plus inches with 2 fork like branches coming out, each a foot long. All thin. Its in a huge pot. It has never had any leaves and each fork has a white flower now and then. They fall off and then shortly after a new bud appears but never ever leaves. It is jut growing straight up and I don’t know if I can cut it or cut the fork like branches off or why there are never any leaves. I have had it for the last 5 years. Can I cut it without killing it?? Can I plant it ?

As long as it remains above 35 degrees in your area, then it can be ok for you to plant it. If not Then you will want to keep it in container.
