Although it could be a number of insect pests, I have a treatment that I use for a broad range of pests. You can ignore the soil preparation part, but it wouldn't hurt to do that as well.

My recipe is as follows: First, you will want to prime your soil with wettable sulfur (for fungus control) and dolomitic lime. (for balancing pH, supplementing magnesium, and calcium.) Then, you will mix the following in a spray bottle with warm water, and a spoonful of coconut oil- Neem oil, rosemary oil, garlic extract, thyme oil, cinnamon extract, and for heavier insect infestations, Clove oil.
    Spray as often as needed.

Here is an article for more natural pest remedies: https://www.gardeningknowhow.com/special/organic/natural-home-pesticides-organic-garden-pest-control.htm

It looks like they need to be planted or put in larger containers that will hold more water. Small containers holding decent sized plants may need water daily or every other day depending on how dry it is in the house. Are you in the process of hardening them off? If they went through a sudden change, like full sun for a day or a very cold car ride home, they may be showing the effects and should recover with proper coddling. If any of the droopy leaves turns yellow, snip it off so it doesn't block sunlight. I think they'll be fine but do inspect them carefully for tiny insects who sometimes infest greenhouses.

I prefer neem oil, as long as you do not apply it is direct sunslight. This will take care of the issue quickly. An alternative would be to spray with a mix of one part peroxide, and three parts water.

You may get a few more seedlings but not many more at this point. Putting the dome on for cool nights is OK but probably not necessary. Petunias need lots of bright light. Put your lights on a timer and ON for 16-18 hours every day. The dome should not be on when the lights are on. Set the lights 2-3 inches from the seedling tops.

That I am not sure of. We are based in the US, so I would recommend checking local sources, or even online.
