I just remove the flower head and my annual flowers continue blooming beautifully. I only remove whole stems if the plant is becoming too "stringy" and I want to preserve the overall shape.
There are over 1,200 species of spider mites in the US, and this is one of them. There are many ways to get rid of them but it will take persistence. One of my favorites is Neem oil.

It's been thriving for months. I water it twicea day & pic off dead-heads daily. Some isect is chewing up the blossoms How can I save it !
Petunias benefit from being cut back at least once during the season and fertilizing when blooming slows. Some varieties set seed, so those ends need to be cut off.

My Yorkshire puppy has been picking up the petunias blowing off of our Mexican petunia bush and eating them. I am concerned about her upset stomach. Are they toxic to pets?
Petunias are not toxic but Mexican petunia is a different plant, however, it is not toxic either.
