When is it ready to eat or be a garnish?
You can begin harvesting this herb once it reaches about 6 inches tall and then harvest as needed throughout the growing season. Here is some info on growing and harvesting parsley: https://www.gardeningknowhow.com/edible/herbs/parsley/tips-on-how-to-grow-parsley.htm
These are all over my parsley. Do I leave them alone or kill them? Here is a picture.
Are they eating your Parsley?
The largest Caterpillar looks like a Monarch or SwallowTail. I love them in my garden and try to leave those alone.

I want to know where to cut the herb so it does not grow too long and lay on the soil.
The crown of a plant is the center axis that the plant is growing from.

How hardy and will it freeze when temperature is 32?
Parsley does do well in cool temps and will tolerate a light frost, when temps drop below 32 degrees for any length of time the Parsley will freeze.
Mine didn't survive the 19 degrees we had last night!
I would rather not have the worms on my beautiful parsley plant. Can I get rid of the worms safely by spraying vinegar or apple cider vinegar on them? Thanks, Marlene
Vinegar actually works as a weed killer in the garden, but would also kill your Parsley.

You can also treat the plants with Neem Oil.
Neem Oil is organic and is safe for people, pets and bees.

The parsley plant I am growing has some issues. The stems are about 6 to 7 inches long the plant grows out of the ground like an inch to two inches. The plant is about 3 to 4 years old. How do I get it back like it was.
This is a very mature Parsley plant. By this time your plant has a very deep tap root and plants of this age may not grow as well. Make sure the soil is nice and loose.
Parsley needs a nice sunny location and it may be getting leggy if it is not getting enough sunlight.
Harvest the older leaves to force the plant to grow new leaves.
Your plant is likely tired and you may want to consider starting some new plants to replace this one.

Is parsley worm something that should be gotten rid of? What are the risks to a vegetable garden? I found 6 or 7 of these worms on a young curly parsley plant, almost 50% of the stems had a worm. They weren't there 2 days ago. That was a fast infestation.
These Parsley Caterpillars turn into the beautiful Swallowtail Butterfly.
