I am trying to grow parsley but instead of healthy leaves, it goes to seed. What am I doing wrong?

I currently live in downtown Toronto and attempted my first herb garden this summer from the 28th floor. I have flat leaf parsley, lemon thyme, oregano, orange mint, spearmint, thai basil, red hot chili peppers, and cherry tomatoes. I am wondering what the best course of action is for keeping them throughout the winter.

My herbs are still outdoors in Manhattan. Should they be cut back? My still healthy herbs are: parsley, chives, tarragon, oregano, and thyme. Would like to find basil somewhere to winter indoors as well (my crop of basil was spent by early Nov. ). Thank you
I feel certain that some will disagree, I think most herbs the most tender (Basil for instince) would prefer to remain outside for the winter. All you listted will perform better in cool temperatures outside with humidity than in normal household temps and reduced humidity. They will have a more intense light than if inside. Unless the plants are in a windy location and it gets below 25, they should be fine. If it's really cold with bad wind, set the plants on ground in a location protected from the wind. (And, if you can't find a basil plant, buy a bunchof fresh and root them as cuttings, then pot them up.) :)

I have caterpillars that have black and green stripes with tiny yellow dots that are eating my (curly) parsley. I have other herbs growing and this is the only one they touch. Any ideas on what they are and how to get rid of them?

I had numerous caterpillars eating my parsley. I picked them off but now they are back. How do I prevent them and still have herbs that are safe to ingest? When tiny, they are black then they become green with black stripes. Do butterflies lay eggs? How do they get there?
