A lot of energy which I would rather see used to grow height seems to be expended on growing 5 or 6 new flower clusters each year. Am I mistaken to think pruning some of them might divert this energy to help the palm gain height? The palm is about 10 years old and the trunk is about 4'6" with lots of healthy fronds. It's in quite chalky quick draining soil which I regularly feed.
I think that you have the right idea, and that you will be safe in doing so!
The palm fronds are getting a white powdery substance on them and it is destroying them.

I would water the plant evenly and when the water runs through, remove the excess water from the tray.

You shouldn't have to fertilize until next year, or in a few months after recover at the very earliest. You can use foliar sprays, should you feel that they are not getting enough nutrients from the soil if it is not fully established yet by that time.

Ever since Hurricane Maria hit Puerto Rico it nearly shredded my red palm leaf except for three or four limbs. The others are darted up. Is it dead? Can it be re-grown? Thank you.
If you have fronds on the palm; it certainly is still alive.
They are slow growing, so it may take years to recover.
To prevent nutritional deficiency, apply good quality palm fertilizer that has continuous release formula twice a year during growing season.
