What to feed the loquat tree.
Feed your loquat three times a year with a nitrogen rich fertilizer such as a lawn fertilizer (without an herbicide or use 6-6-6). These articles should help:

I actually planted 2 at the same time and conditions. Have treated them equal and the 2nd is still doing great and has grown about a foot.
Unfortunately, your photos did not come through. I am unable to see the damage. Because the other one is doing well, I would suspect that it is the luck of the draw.
Another thought is Fireblight. Erwinia is a brutal disease. Usually, this will infect all of the similar trees in the area. Maybe it hasn't started yet.
You can either treat it, or remove it and start over, with treatment in between. It can be tricky to treat.

I have 2 lowquats about 15 ft apart. They are about 10 ft tall and 15 yrs old. One of the trees has begun dropping a considerable amount of leaves but still has new growth appearing. The other tree is not dropping leaves. What can I do?

What would the replacement cost of a loquat tree approximately 10-12 feet. Thanks, Margie
I would contact your local garden centers, or online nurseries. We do not sell anything and I cannot recommend specific places for purchase. We only offer gardening advice.
I can offer some articles on the care of the tree:

the phrasing of this paragraph is rather confusing. why would we not get a tree that produces the same fruit as the plant we got the fruit from originally?
This is due to hybridization. Loquat trees are grafted from clones, which guarantees that each tree is identical. Planting the seeds will give you traits from each of previous lineage. These may or may not be good traits, such as lower fruit production or lower quality fruit. This could even be a tree that doesn't produce fruit at all!
In short, you will not expect the tree to be true from seed. If you want a tree, then clone one that looks good and produces well and graft it to a host root stock. This can be a citrus, quince, or even paw paw root stock, oddly enough. Or you can choose to graft it to a known vigorous loquat root stock.

I planted in ground 1 month ago and no progress. Now leaves yellowing. I’ve only used a plant tonic on it. No fertilizer. Not sure what to do.
If it came in a container is it planted at the same depth it was in the container? It looks like it may be deep. Also, you are in hardiness zone 9b. Was it chilly a month ago? They are cold sensitive. Yellowing can be due to too much or too little water. These articles should help you to take care of it:

We have a beautiful loquat tree in our backyard. When I was climbing in the tree to pick fruit I noticed that a lot of branches were dead. In some spots there is peeling bark, black marks, and holes. Any idea what this might be and what I can do? Thank you!
It looks like tree borers. They are hard to control because they bore into the tree and do damage internally. These articles should help:
