Lowquat Dropping Leaves

Question

I have 2 lowquats about 15 ft apart. They are about 10 ft tall and 15 yrs old. One of the trees has begun dropping a considerable amount of leaves but still has new growth appearing. The other tree is not dropping leaves. What can I do?
