Q.Loquat Not Growing

I planted in ground 1 month ago and no progress. Now leaves yellowing. I’ve only used a plant tonic on it. No fertilizer. Not sure what to do.

If it came in a container is it planted at the same depth it was in the container? It looks like it may be deep. Also, you are in hardiness zone 9b. Was it chilly a month ago? They are cold sensitive. Yellowing can be due to too much or too little water. These articles should help you to take care of it:
