With the dry weather at the moment, is it possible to dilute evergreen complete in water and apply with a watering can or will this burn the grass?
It would depend on the NPK values on the fertilizer that you intend to use. If the values are close to the values on a lawn fertilizer, then it can be fine to use.

Hi, I’m living in Dubai and all our yards are made of play sand or beach sand like ( desert sand if you will). I want to have grass in my lawn, I didn’t ask and educate myself before purchasing and bought 1000 litres of potting soil and mixed them in my lawn with the desert sand (mixed very well). Can I lay turf on top of them ? Will it survive ?
Sure, that is just a more expensive way to go about it! Here is an article that will help:

I have a new roll lawn from 3 weeks but after I mowed it I realized that there are some parte which the grass is Yellow and dry. I didn't put any fertiliser before. Now I have to and I bought a fertiliser but after the purchase I realised that is not raccomanded for lawn less then 6 months old. Please can someone help me??? Thank you in advance
Since new grass roots are sensitive to fertilizers, it isn't recommended to feed until the lawn is well established.
It is important to lay the foundation of the lawn with plenty of rich topsoil to provide nutrients until it is established.
As for now, the spots are likely caused by over, or underwatering. This article will help you to care for newly laid sod:

How can I get my grass back quickly?
Laying sod will be fastest, but neither option will be tolerant of standing water. Make sure that the spot does not remain saturated and does have some period to dry out so that what ever you decide to put there will not rot.

I live in eastern PA and am planning to hire a professional company to plant no-mow grass mix. It'll cost $4000. Is it worth it in a sense that: 1. I won't need to mow it more than a couple of times a year 2. I won't have to weed it after the first year or two 3. the lawn will look decent (i.e. not unkempt). For the price, the company will: - kill all establish lawn and weeds with round up; - regrade and remove debris from this process; - install screened topsoil - slit seed the yard using a no-mow lawn seed mix - apply fertilizer and lime as per specs - weed control in spring/summer of the following year
Yes, this is quite a viable option. Here is an article that will offer you more infomration:
