Yes, they will bloom all summer. It looks better if deadheaded, but it will rebloom whether or not you deadhead.

Recently we have started getting bug (picture enclosed) on the Lantana plants. This started a few weeks ago. We sprayed the plants with a standard bug spray, and it seemed to take care of the bugs until the last few days. The original indication of an issue was a white mist growth and the bugs, now we have the bugs no white mist, but wet looking (not wet but wet looking not sticky). I don't want to continue using a standard bug spray since it is most likely dangerous to Bees and Humming Birds. We live in Arizona (Phoenix area), the plants (3) are in direct sunlight (temperatures daily over 105) from approximately 10am until sun down. The plants are approximately 2 years old, we haven't had any issues until this year. They are watered daily, and this year we have fertilized more than in the past.
The picture was too dark and too far away for me but it is either aphids, scale or mealybugs (a cousin of scale). I suggest taking a sample to your local garden center in a sealed, transparent, plastic bag for identification.
I have a ham and egg lantana that I have grown into a tree. It has stopped blooming but is putting on green fluffy flowers that I thought were seeds but I am no longer convinced they are seed heads.
Your plant may be the victim of fasciation. Here is more:

We recently planted young lantanas, red salvias, white wand guaras, should I deadhead them when the flowers are falling off. They are in full sun on a small slope. How often should we water them when they are new?
Yes, you can deadhead them at any time. Since they are in full sun, and it's probably pretty warm there, I would water every other day to start. Then, depending on whether you get rain or not, and the temperature, keep them watered enough to prevent wilting of the flowers. If you wait three days and they wilt, then that is too long. Water every two days, etc.
The plant type(aforementioned by the attached photo) is a “West Indian Lantana”. I’ve noticed over the past week that there has been a black coat mixed along with some brown spots on the leaves of my “West Indian Lantana”. Although I’ve watered my plant, the leaves still look the same. It’s safe to say that the cause is not due to it lacking water! I am knew to this planting stuff, so please be respectful and kind with your delivery(whomever you may be). Is it something with the soil? Is there too much sun? Could it be due to too little sun? Is it an insect infestation;what kind of insect infestation? Lots and lots of help is needed with this dilemma, that is help from an experienced gardening buddy.
This looks to be an infection from overwatering, unfortunately.
Pruning any heavily infected growth, along with a fungicide and proper watering practices will help. These articles will offer more information:

Lantana was covered in flowers when first purchased for butterflies. I would deadhead every day after the flowers dropped. Since then rather then flowers they are covered in growths as shown by photos. Very weird. There are no flowers. Just these growths. They are in a location that receives almost all day sun and heat. Thank you
I think that may be a bacterial disease called Aster's Yellow and spread by leafhoppers. Most people put them in the trash as there are no controls.
I found the green berry clusters on my pink/yellow lantana, and some of the green ones have fallen off. I also found a few black berries still stuck to the tip of the cluster. Do I save and dry the green ones or only pick the black ones, or do I have to wait until the black berries fall off? Thanks! Barbi
Pick the black berries and the seed will be inside. Lantanas are hybrids so the results won't look the same as the parents.
