I have attached before and after photos. I watered my jade and left for the day. When I returned my jade had fallen over. Is there anything I can do.
It looks like the wet soil allowed the heavy stems to weigh down. In winter, they need less water. It would help to prune the plant so the stems aren't so heavy. Here is info on watering and pruning:

Here’s a photo that confirms virtually everything you say. Given that we live in Canada, this forty year old veteran has never gone outside. It does get to enjoy the interior dry air in winter, as well as the chill that even the best windows allow through. This year, the plant has 12 flower stems. And yes, that’s ice on the window!
That looks happy and healthy! Here are some more articles that you will find helpful:
Thanks I have stopped watering it but should I spray the leaves?
I would water it. Our article on repotting jade says not to water for two weeks, which is way past.

I am a novice plant grower and i have a multi stalk jade in my apartment. The jade is right by a big window where the sun comes through almost all day. I was wondering where I can go/who I could talk to about general care for my plant.
You are off to a good start with the plant by a full sun window. Here are more tips to care for your jade:

You don't indicate where you are located, but if you are in the U.S., you can consult with the local cooperative extension agent. You can also talk to staffers at local nurseries.
My Jade is about 5 years old. Resently the stems started turning brown and shriveled. My office has been cold lately.
If the plant has not been fed in this time frame, or repotted, then this is likely the issue.

I took cuttings from my 3 year old jade, put the stems in dry potting mix 50% succulant compost 50% perlite for 5 days then gave a small amount of water. Now the middle section of the stem has shrivelled and I'm not sure if its rot from over watering (of which its had about a tablespoon full) or its drying out. I've attached a pic. Can you advise please. I think I overwatered the original jade becuase leaves have been dropping off since I trimmed it and one of the stems (thicker than a thumb) shrivelled in the same way. Thanks in advance.
Normally you let the leaf callus over before putting in soil. Then wait a week or so before watering. But still I think the way you did it should be fine. That stem doesn't look good though. It's possible the original plant had root rot and the pathogen came with the cutting. Inspect your original plant and look for a piece that doesn't have any brown on it and try again just in case the one pictured doesn't make it. You also can try growing from a leaf. A wrinkled leaf is usually a sign of underwatering. These articles should help:

In "White Spots On Jade Leaves: How To Get Rid Of White Spots On Jade Plants" it said that "A solution of baking soda and vinegar is how to get rid of white spots on jade plants with powdery mildew", but didn't say how much of either and I didn't want to take the chance on just guessing. Thank you in advance.
It depends on how big a batch you want to make. This article explains:
