Since there is webbing, I am going to say they are probably spider mites. You can try to control spider mites with a miticide. Or try neem oil spray.

Looks like you’ve got a scale insect problem on that tree—those bumps are likely armored scale insects, which can get pretty big. They feed on sap and weaken the tree over time. The best way to handle them is by scraping them off gently, then following up with neem oil or horticultural oil to suffocate any survivors. If they’re really stubborn, insecticidal soap or even introducing natural predators like ladybugs can help. Keep an eye on the tree, as these pests tend to come back if not fully dealt with.

I can't find a photo either but you can purchase the fine, stiff netting (looks like a window screen) in a garden center or home improvement store. It needs to be fine enough that the beetle can't get through it. Use supports to hold the sheet of netting up, if needed, and place it about 2 inches from the tree all around from the base up to the first branches. This should prevent the long-horned beetles from laying eggs. Some sources say you can wrap the lower trunk in burlap but that can cause moisture to collect on the bark and cause mold and other problems.

It looks like its droppings, turned white after time and elements. Is it possible the droppings are going through the floor?

I couldn't find your question, but if the problem is bugs on the leaves or a fungal issue on the leaves, spray the leaves top and bottom with the Neem oil.
