I Have mature Anabelle Hydrangeas in my garden, and I want to propagate them by planting cuttings in pots. I've used rooting powder on the cut edge when planting but it hasn't rooted. I've read that dipping the rooting end in honey as a rooting medium works, has anyone tried this successfully ?. Your advice will be much appreciated.
I don't know anyone who has used the honey method, but here are instructions if you would like to try it. Also are tips for growing hydrangeas from stem cuttings:

Have tried fungicide to no avail. Changed soil of one and still came back
This appears to be more of a bacterial blight! Sometimes Copper based fungicides can help here, but usually you will have to start fresh. New container, new soil, new plant.
Anything that you reuse will be infected unless it is thoroughly sterilized.

During recent rain storms one of my Hydrangea bush's flowers are now hanging on the ground. It looks terrible and I don't want to cut the flowers just yet, unless more flowers will bloom soon.
It's actually best not to prop them up to prevent further damage. This article should help:

It is a white hydrangea and only 2 years old, the leaves are lovely and green, but not a single bloom.
This is a common concern with hydrangeas. Absence of flowers is often the result of ill-timed pruning, too cold of a winter, or Too much nitrogen or a lack of phosphorus in the soil.
Here is an article that explains:

brown and dropping in the middle. I have kept it watered in the drought. The top and bottom have new shoots. I have fed it weekly.
I would back off the fertilizer every week. They do need fertile, well-drained soil, with about 1 inch of water a week. If your soil needs improvement, you can topdress with compost now if you didn't work some in before planting. They need high phosphorus fertilizer in the early spring before leaf bud and again in the summer after flowering.
Also be sure when you water you are not watering the leaves. Keep the water on the ground. Water on leaves can lead to fungal issues. Just a side note, they will grow and bloom in full shade, but will bloom more if they get a bit of sun.
Mature plants but only one or two flowering
This problem is not uncommon and very frustrating. Attached is a link to an article that discusses the most common reasons and their fixes for non-blooming hydrangeas. I hope it helps. If not, please write back.
