The leaves are totally covered by a black substance, thought it might be tar spot but it completely covers the leaves, not spots. It's on leaves on bushes in both the front and back of house but doesn't appear on any of our other shrubs at this time. Trying to first identify this and then determine if it's treatable or not. Any input will be appreciated. Thanks.
It sounds like sooty mold. This fungus is attracted to the honeydew from several different pests, so it is likely you have pests too. This article will help:

Could it be too much water? I don't see any mites.
There are a few reasons this can happen but it is likely from a fungus. Treat the plants with a fungicide. This article will give you some other ideas:

We have both male and female hollies in our front yard. Recently the leaves have developed a white speckled growth on them. I thought it might be spider mites and used our hose to remove them. What might they be and what should we do to eliminate them?
It sounds like it could be scale. This article will help:

Neem oil may help. Here is more information: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm
Old growth on holly bushes have a black substance on top and white powdery nodules on underside. The leaves are falling off but new growth is coming out on top. What is disease? What do I do with bushes?
This sounds like sooty mold. Sooty mold is normally a result of a pest infestation, and the most likely in your case. Powdery mildew is caused by fungus that attack holly leaves, sometimes covering them entirely with a thin white powdery coating. Neem oil can be used to treat both the pests as well as the fungus. Here is more information: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm
I have a holly bush that is covered with sooty mold. On the underside of the leaves are fuzzy, very small white things that easily come off if I rub my finger over them. But the leaves are falling off and the plant is beginning to look sparce. The infestation is very heavy. I am worried about it spreading to other plants in my gardens. The problem seems to be going from the bottom of the shrub up.
It sounds like you have mealybugs, which cause sooty mold. I would treat the plant with neem oil as this will treat both the pests and the fungus. Here is more information that will help you:

I found many insect eggs in a white tunnel like line on the back of my holly leaves. What can this be? How do I get rid of it or them?
It sounds like you may have pests, perhaps scale or mealybugs. I would recommend neem oil. I have found it to be very effective against these pests. Here is more information on it:
