I have a grapefruit tree it is 21 years old. I have seen 1 bloom in the first 7 and 8 years. It's beautiful but does not bloom or have fruit. Please help. I have planted more citrus around it to see if that would help, but nothing.
So this Grapefruit Tree has never bloomed?
Do you know the cultivator that is planted?
A soil test may determine if their are nutrient issues.
Increasing irrigation and following a fertilizer schedule is important for all citrus.
I've listed several articles that have more care information.

Do I remove all grapefruit when the new buds appear?
You can leave the Grapefruit on the tree until maturity or even store the fruit on the tree.
Fruit left on the tree can reduce the next crop.

I had planted a new Oro Blanco grapefruit tree about 3 weeks ago. The tree is about 2.5 ft tall. When removing the tree from the container, some of the root system had unexpectedly separated from the tree. There were also some dead/curled leaves on the tree as well. I have been irrigating the tree every 2-3 days to try and establish a root system and have fertilized with a 6-6-6 organic mixture as well. It looks a little healthier. I was wondering when I can expect some new growth to begin? I am afraid the tree is still stressed, as it wasn't in the best shape (but wasn't terrible) when we got it. Thanks for any help and information you can give!
Loosing part of the tree roots at planting could be concerning.
This certainly can add to the tree's stress and may take even longer for the tree's roots to become established.
It sounds as if your watering schedule is appropriate to a newly planted tree.
The tree is vulnerable during the warm days of upcoming Summer, and it's first year in the ground.

I have a ruby red grapefruit tree and it produces small fruit about the size of a large orange but has tons of seeds, dry meat, and no taste. What type of nutrient do I need to put on it? Thanks.
This sounds very much like a nutrient issue. Citrus need a balance of nitrogen and phosphorous.
Here are some links that will refresh you on the care requirements and help you pinpoint and correct the issue.

My 3 or 4 year old Grapefruit Tree is not growing any leaves and the branches are dying back. I have no idea what has happened and I don't know what to do. Can you help. Thanks. Kevin.
I'm sorry your Grapefruit Tree isn't doing well! Grapefruits aren't exactly the easiest trees to grow, so you may not have done much to contribute to this at all. This article gives some common issues that Grapefruit Trees have:

You can try adding some light fertilizer and doing some light pruning of the dead branches to see if you can still save it, but there are no guarantees. This article may also help you: https://www.gardeningknowhow.com/edible/fruits/grapefruit/growing-grapefruit.htm
Fruit set this spring but by Aug. fruit is still only marble size. I put compost around tree and water every week here in southern Arizona. What do I need to be doing?
It sounds like you are taking the right steps, but it's possible that the tree needs even more water (not greater frequency, but more water each time). Alternatively, you could try providing more phosphorus (which helps fruit growth) in the form of bone meal or another high-phosphorus fertilizer.
