I have some wild fox grape vines growing up a tree about 30-40'. They have lots of grapes each fall but are hard to harvest. We built an arbor near the tree and want to pull the vine down from the tree and put it on the arbor. How far back should I prune the vine? It is about 20' high before the first fork in the vine with no shoots on it - just a hardwood vine.

This may be a muscadine vine. It is only on one tendril right now. The bumps are the same color as the leaves.

I have 3 year old Concord grape vines with a pH of 6. 0-6. 5. We live in northern Virginia. I have NEVER had even one grape. What could be the problem.
Grapevines need a few years before they start producing at all, and 6-7 years before they start producing to full capacity. I would give them another year or so for fruiting.
As a precaution, you can give the vines some bone meal. Plants need phosphorous to fruit and bone meal is a good source of this.

A neighbor shared some grape cuttings a year ago and they grew well. This summer I transplanted them to a new location and they took off beautifully. This winter I want to prune them. . . more for height over a Pergola then for fruit. Suggestions, please.

What are the wire like things that grow off the vine? These wire like things wrap themselves around the grapevine and eventually choke out the vine.
Wire like things off the grapevine? Or off another kind of vine that is growing on the grapevine?
If you are just talking about the grapevine, these may be the tendrils, which allow the grapevine to climb up things. If the growth is very vigorous, it is possible for these tendrils to wrap back in on itself and cause damage.
