How do you plant Fuchsia dry seeds?
Soak the seeds in clean water for 24 hours. Plant the seeds in compost (compost intended for germination if available). Press them into the compost, but do not completely cover, since light is required for germination. Keep moist for three to four weeks (they are slow to germinate) and provide bottom heat if possible.
I have several fuchsia varieties planted in my new garden. Would a fleece blanket protect them, or do I have to dig up and pot inside for winter? Thank you in advance. Olive in Kilkenny, Ireland.
It looks like you are in a region where most fuchsia varieties can survive the winter outdoors. Yes, your plants can benefit from winter protection- a blanket or some mulch over the roots would help.
Do they need to be cut back to 1 inch in spring?
Prune in early spring before the new growth appear.
Cut off all the dead and broken branches.
Prune any branches that cross over another.
Prune for shape.
Pinch back new growth to create a busy plant.
Dead head the spent blossoms throughout the growing season.

What pH do fuchsias do best in and how close should you plant starts?
Fuchsias like neutral soil with a pH right around 6. You can put between 3 and 5 starts in a good sized pot to make for a full display that still has good air circulation. You can read all about it here: http://extension.wsu.edu/clark/wp-content/uploads/sites/36/2014/02/Fuchsia.pdf

Will they grow in AZ?
Fuchsia plants may be able to grow in Arizona, but they'll need protection during the hot times. It is probably best to grow them in baskets in partial shade, and potentially move them indoors on hot days.

Is a formula of 20 10 10 the right formula?
It's best to switch to a balanced fertilizer (with the same amount of nitrogen, phosphorus, and potassium) such as 10-10-10, to promote blooms.
Fuchsia blooms on new growth from the same season, so a dose of a nitrogen-heavy fertilizer (like 20-10-20) is sometimes recommended to get the growth started at the beginning of the season. But if your fuchsia has already produced lush leaf growth this season with no flowers, it might actually have too much nitrogen, which can inhibit flowering.
Here are some other possibilities for why your plant may not be flowering:
