How do you deadhead? Also, to keep blooming, to you cut below blossom? If so, how far, or how many leaves just below cut?
Once a week you can inspect your plant for spent or wilting flowers.
Pinch off the old flower with your finger tips about 1/4 inch below the base of the flower.
If a stem is no longer producing flowers, pinch it back to the 2nd set of leaves from the base of the stem.
How much do you prune back a fuchsia planted in the ground. Location is Capetown, s. Africa

Find a semi-sunny area to hang your Fuchsia plant. No direct sunlight.

The leaves on my new hanging fuschia plant are starting to turn yellow at the base. Am I overwatering? Or not watering enough?
Yellowing leaves are generally an indication of watering issues.
Water when the top inch or so of soil has dried out. Water throughly, but make sue the excess water drains away from the plant with adequate drainage holes.
