I think my plant is some sort of Dracaena from looking at pictures of similar plants. The top leaves on my plant started falling off, and then midway up the stalk a bunch of leaves sprouted out the side. Eventually, all the top leaves fell off and now I want to cut the stalk down closer to the other leaves. Once I do this, is there something I need to put on the top where I decide to cut to prevent mold from forming on the moist part that's exposed to air?
You don't need to put anything on the cut place; in fact plants will heal wounds best if they're not treated with anything.
As for why the plant has lost some leaves, it could be a result of overwatering. Although Dracaena soil should be kept slightly moist at all times, it shouldn't be soggy like a wet sponge. Or, it could be a disease. Sterilize the tool you use to cut the stem afterward with 10% bleach in water to avoid spreading anything to other plants.
I am looking to find the name of this plant so I can find care instructions for it.
I think this is a "corn plant", Dracaena fragrans. It is a popular houseplant that got its name because it looks a little bit like an edible corn plant.
Here is our article about growing plants in the Dracaena genus:

My Dracaena seems to be dying!! Any help or advice would be much appreciated. She started losing leaves around 6 months ago (the leaves were becoming yellow/brown from the tip side and then going dead one by one) so there are hardly few left. Originally, I thought that I watered it too often, so I started to do a week-10 days water intervals but it didn't helped. I have noticed that the cane itself became dark brown/blackish at the base where it meets the soil. The soil surface itself is being covered with a layer of like white meshy stuff, which I'm removing every week. I have recently put it in the new pot with some fresh soil mix and I can be sure that there is a bit is a drainage (put some of the little stones as a first layer in the pot) to see if it helps but, unfortunately, there is no result after a month (it actually getting worse and worse). I have attached some pictures showing current condition of the plant. This plant is super important for me so any advice would be much appreciated. Thank you in advance.
Make sure that the pot has a drainage hole, that excess moisture can drain from the container.
Always check the soil, don't water on a schedule.
It sounds like the soil is wet, I believe your describing mold on the surface of the soil.

I have a draecena (I think) plant that is growing quite tall. It has 3 stalks and they are falling over because they are so top heavy. I think the issue is the stalks. They are green. They have bands of brown, but none of the sections are covered in the brown, sturdy, thick stalk I see in pictures. The stalks of my plant are very skinny and green despite the plant being 6 ft tall and 15 years old. Any ideas of how to help it?
Your plant may not be getting enough light- plants grown in low light conditions often become "leggy" and top-heavy, and fail to produce mature, sturdy growth. Adding an additional grow light can help. Once you've improved the light levels, you may also need to prune your plant back by about 1/3 of its size to encourage stronger growth.

My 2 Draceanas were out in direct sun for 2 days and now have black steaks in their leaves. will these streaks disappear or should they be cut off and what should i expect after that? Thank you, a novice.
Plants can get sunburns just like people do, only in plants it's called sunscald. In spring, plants that have been indoors all winter should be slowly acclimated to bright sunlight. You can cut those damaged leaves off. This article may help also:

You will need to supplement with a grow light.
