Hi, I have a 15 year old Dracaena Marginata that I recently bought and it's living inside. It's mostly doingw ell except I recently noticed that some of the branches which don't have any growing stems have powder excreting from them. I cut one of them off and the entire inside was filled with this powdery substance. Can you tell me what this is and how to treat the tree? It seems to only be on "dead" branches where there isn't any growth. Best, Nikita
Although I will be unable to precisely identify this without a photo, I do believe it to be a fungal infection.
It will not, likely, kill the plant unless it receives improper care. Then, this can allow the infection to spread.
For now, you can mix up a solution of water and peroxide at a concentration of about 1/4 peroxide to 3/4 water. Water this in the next time that you need to water. This will kill off the infection. You can also spray this mix onto the areas affected above the soil also.

My draceana is dying its mushy on the very top and about 2 to 3 inches from the bottom, but the middle is hard. It got to cold and I think I over watered it. I checked the roots and they aren't mushy and I replanted it but it still isn't doing so good. Can anyone help; this plant is very special to me. My grandma gave it to me before she passed. Is there any way I can save it?

That particular patterning is an infection from overwatering. Those spots will not go away, but you can stop the spread.
Mix peroxide with water at 1/4 peroxide to 3/4 water and water this in once per week for 3 weeks, or 3 times over 3 waterings, if it doesn't dry within a week. This will help to kill of the infection.
Make sure that you have a way to pour out any extra standing water that will accumulate in the very bottom of the container. If it does not have a way to drain it out, then you will have to be extra careful when watering and make sure that it get dry almost all of the way down the container.
If it does have a way to drain, then just make sure to water when the soil dries down to 2 inches or so, completely.
My plant was indoors for the winter and now its outside for the summer and spring But idk if it will reach summer it looks horrible In my country there is 10-27 degrees celsius Rains sometimes but rains alot
It is simply being overwatered! Let it dry out thoroughly between waterings, and treat with a sprinkle of wettable sulfur, and dolomitic lime. Make sure to follow all package instructions.
I purchased my dracaena plant about five months ago… It had three stalks growing two with leaves; one was clearly cut for whatever reason. I noticed today that the one stalk that was originally cut and still hasn’t grown any leaves is now turning brown. It is squishy to the touch and obviously looks like it it is dying. What do I do? I don’t want my entire plant to suffer. Help! Btw the other two stalks are growing well and I even have new growth.
If it is squishy you better get it out of there. If the stem growing out of it does not seem affected you can cut it off higher up the cane and try to root it. Here's how:

The helpful article on growing dracaena plants said that the stems/canes could be cut down and the foliage would come back. I have a 3 cane plant that is about 5 feet tall but lost nearly all the leaves when I re-potted it - now each cane has about a dozen leaves at the very top. I wanted to double check before simply cutting off all the foliage! The foliage is healthy, but the plant is quite "leggy"! I would like to cut all three canes back to 2 - 3 feet, staggering the heights. Just wanted to be sure I would not kill the plant this way. Please advise! Thanks!
Be cautious, consider cutting just one at a time and wait until you are sure it re-sprouts before cutting another.
Best time to prune is spring and summer when the plant is actively growing.
