I bought some daffodil bulbs recently to plant in my lawn. On the instructions it says to plant 4” deep. Is that 4” from the base of the bulb or the tip? And are there any consequences of planting too deep or shallow?
That would be 4 inches from the tip, so your planting hole will go deeper than the 4 inches, about 6 inches. However, if your soil is clayey, you should plant them closer to the surface. Plant them in groups, rather than one here and there, for a pleasing effect.

Can I plant spring-flowering bulbs, Daffodil, Tulip, etcetera in pots in my sun-room balcony in January?
They will need a cold period to overcome dormancy. They should be planted in early Autumn in your area to allow for dormancy time through the Winter. You can plant them in January for a possible summer show, though.

It is early March and weather is fluctuating - rain, wet snow mixed with some warmer sunny days. Should I put them in the Darden, or keep indoors?
They probably were forced and intended to enjoy indoors. This article tells how to transfer them to the garden after blooming.

Unless you know otherwise, I suspect that these were forced into blooming while indoors; so they aren't ready to be outside. I would keep them indoors and enjoy the blooms. When the weather settles and hard freezes are past, acclimate them to outdoor conditions over 4-6 days and then plant them. I have copious amounts of beautiful daffodils that were here when I bought my house. I know they need to be thinned out because they are not flowering as well as they used to. However, they are embedded in the tree roots and I cannot get them up with any kind of shovel. What would be the best way to just thin them out without worrying about transplanting bulbs?
Try soaking the soil to a point of muddy wet. Use a hand-held rounded, not pointed, garden trowel. Go one by one at trying to loosen and lift the bulb out of the soil. Get a grip on the above ground foliage as best you can. Insert the trowel alongside of where you think the bulb lays, slowly and carefully sensing what you encounter underground. If you hit a hard object that may be a root, stop and try from the other side, or abandon that one and move on to one with no root obstacle.
That's if you are trying to save the bulb and relocate. If you only care about thinnning, then just slice off the foliar tops as they come up and leave the ones and the spacing that you want to remain.

My order of these daffys came two days agom and they have about two inches of new growth on about six of them . What options do i have ??ground is cold and wet but no frost that I can see help please Ray Kanaby
Plant them, immediately! They will tolerate the cold, just fine. Though, they will appreciate an Autumn planting more, you don't really have an option right now. Planting now will give them enough time to establish before summer.
