When To Safely Plant Spring Bulbs.

Can I plant spring-flowering bulbs, Daffodil, Tulip, etcetera in pots in my sun-room balcony in January?

They will need a cold period to overcome dormancy. They should be planted in early Autumn in your area to allow for dormancy time through the Winter. You can plant them in January for a possible summer show, though.
