I keep the pot under a mesquite tree since our heat in Tucson AZ is intense.
This is most likely due to under fertilization, too much shade, or not enough water. All of which are likely in your area, so it could be a combination. This article will help:

I have a Mango canna lily that I just bought less than a month ago. I got one flower out of it and now the main stalk is already going to seed with multiple seed pods at the top. Is there a way to keep the entire plant from going to seed for the year? I was hoping to have blooms all summer long. There are other stalks coming up, am I to assume other blooms will be coming? Or should I just cut back the main stalk under the seed pot and hopefully it'll keep growing? I've never had one of these before, so I wasn't sure what to do with it, but I'm really upset that I only got one flower out of it.
Your canna should bloom till frost. You can easily pinch off the spent blooms to prevent them from going to seed. Be sure to keep them well watered and in full sun. They love hot weather!

I have Canna Plants (Orange) and Mexican Petunia's. Something is destroying the leaves on my Mexican Petunia and they are not as big as the were last year. The Canna's "NEW" leaves are being wound with a "webbing" and SOMETHING is laying "The reason I say that is, I sliced the leave OPEN with my thumb nail and OPENED the leaf and saw all the little brown eggs and it is really MOIST INSIDEEGGS" inside those "WEBBED LEAVES" like it was a "INCUBATOR". What can I do to FIX these problems!
Unfortunately, your photo did not come through. This does sound like a leafroller infestation, though.

SO from what you are saying is, I have to cut off ALL THE INFECTED LEAVES. WHICH is on ALL OF MY CANNA's.
I am so upset, I took really good care of these until this. The Lady that gave them to me was very happy to see how well some of them were doing (other side of the house) NOW THIS STUPID MOTH (ANOTHER MOTH) just like the ones that DESTROYED my TOMATO PLANTS grrr :(
CAN YOU PLACE SEEDS IN HOT WATER? ONCE YOU PLANT THE SEEDS IN THE JIFFY MIX, COVER WITH PLASTIC WRAP FOR 2 WEEKS, THEN YOU REMOVE THE WRAP AND LET THE GERMINATED SEEDS GROW FOR SIX WEEKS BEFORE PLANTING IN YOUR GARDEN. IS THAT RIGHT.
The article says lukewarm water but hot is probably fine. It will come to room temperature anyway. Cover with plastic wrap till the plants germinate. Then you can remove the wrap and when plants are at least 6 inches in height you can move them into a pot or outdoors after the danger of frost has passed.

I live in zone 8
Since you are in zone 8, you don't have to dig them up in the fall, so I'd go ahead and plant them. They should still come up and bloom before winter.

My Canna Lilies are overcrowded. They went wild this year with many new plants. They are showing signs of being overcrowded and I’d love to transplant some to another area. Can I do this while they are in full or partially grown and in mid-summer?
No, you will want to do this during dormancy, or approaching dormancy. This article will help:

I live in zone 6. Can I leave them in the ground over winter?
I would go ahead and plant them. They will bloom until frost. In zone 6 you will need to lift and store them. Wait till after a hard frost has killed back the foliage.
