I recently planted then and the are still quit small
Unfortunately, your photo did not come through. I am unable to assess the situation, as it could be a number of different problems, or it could be normal.
In the meantime, this collection of articles will help you with the care of cabbage:
the article i read said to place the cabbage leaves in water for a length of time, keeping water freash. They will then regrow. The pic however shows the bottom stem white part with baby leaves growing from it. I am familiar with rooting other scraps from bokchoi to lettuce etc. They are require that bottom stem. Same for cabbage? or can u really grow from leaf only? Also if the bottom stem is necessary, giving 1-1 old vs new, or can you split the bottom section a grow 2 or more new plants. Thanks jim
This will be the bottom juncture, rather than a single leaf. It will be, exactly, the same as rooting Bok choy and lettuce!
I live on the Oregon coast. I planted (not knowing what it was just a small spiky low bush the info tag from the nursery never said anything about growing into a tall palm. Turns out I liked it BUT none of my flowers will grow around it ! What is going on? The palm grew into 5 and now must cut some down just too tall. Maybe I should cut lower let them bush out. I've looked a many sites but realize now nothing is planted around them. Help what to do? Carol Apperson
This can have a common name of Mountain Cabbage Tree, but is actually Cordyline indivisa! Likely, this plants roots are too invasive for any companions to take root near it. Since it is in container, you may have to populate, nearby.

What is the botanical name - is this a true cabbage or a hybrid of cabbage and lettuce?
It's a mini cabbage with pointed head that is a hybrid of two or more cabbage varieties (Brassica oleracea var. capitata). Cabbage cannot cross with lettuce as they are different species.
should the flowers be cut and can plant the seeds once yellow blooms have dryed up. Should i cut the top blooms since my leaves are drying up.
You can cut back the drying leaves. Ornamental cabbage is considered an annual and most people discard it after winter. If you want to try to grow the seeds this article will help:

I planted cabbage and just when they started to head they are bursting open. Any ideal.
This appears fungal! White Rust fungus is not treatable and will need to be prevented next season, unfortunately.

do cabbage plant grow another head after first head is removed?
It doesn't produce another head, but sprouts or small heads will grow on the stem if left and they can be harvested.
