Not all of the burning bush branches leafed out this year, probably due to drought. Should the bare branches be pruned or leave until next spring?
Yes, you can remove the bare branches, since this will encourage the bush to produce new growth, and those branches may be dead anyway. You can remove those branches now or in the winter or spring. Other pruning on the burning bush should be done in winter or spring. Here is more on how to prune burning bushes:

I would like to plant a Burning Bush, but am wondering if it is "deer proof."
Burning Bush is not "deer proof" and deer may munch on yours if there are hungry deer in your area. These articles have guides to deer-resistant plants:

Is fall a good time to plant burning bush?
Yes, fall is the ideal time to transplant a burning bush. Water the plant well the day before, and follow these guidelines to get the bush established with the lowest risk of problems:
Why does my burning bush not turn red? It has never changed to red color.
If your Burning Bush is slow to turn color or red it is generally related to environmental issue.
Dry conditions or even warm temperatures can delay the color changes.
Also is not unheard of for the variety of Burning Bush to be miss identified in the nursery or garden center.
In my own garden I have one shrub just now starting to turn as the temps have dropped.

Have patience and wait and see how the shrub does over time.
When do I plant the berries, spring or fall? Are they really poisonous to dogs and cats? Are the berries something that a dog would WANT to eat? Are they desirable for a dog? I picked some along a highway (the berries) and I want to plant them but I don't know WHEN to plant them. And I certainly don't want our pet dog to eat the berries and get sick or worse...would he WANT to eat the berries? And are they ALL poisonous? Thank you so much!
The burning bush is toxic to both dogs and cats so you may want to reconsider this choice.

I have just printed your articles "Pruning a Burning Bush" and "Burning Bush Relocation." I need to do both. Can I do the rejuvenation pruning and the root pruning at the same time in the spring, and then move them in the fall?
Yes, that is a good plan. It will give the plant time to recover from the pruning by fall and grow more roots that it can take with it when it is transplanted.
My dog eats the winter berries that fall in the snow. Will it hurt her? The seeds show in her poop when she goes and also she acts stupid, like drunk.
Listed as toxic to dogs by the ASPCA.
You should consult a vet if your dog has ingested this plant.
