has never flowered is this norma
If it is a Bird of Paradise plant, and grew from seed, it can take 10 years or more for flowering. So you should see flowers soon.
See if all its cultural conditions are being met:

I have a bird of paradise that is completely separated down to the soil--but is one plant. Do I have to remove this, now large, plant from its pot to split it, or can I remove some of the soil around the smaller section and remove that part of the plant--even if I have to cut some of the root to to it?
You can do either. Whichever is easier. Through, removing the entire root ball will allow you to refresh the soil. Both options are viable.

I have a big, healthy Bird of Paradise plant that is not blooming. I have a fig tree. The skin on the fruit is "leathery".
These articles should help:

I have a white bird of paradise. It is 20’ high with only a handful of leaves at the top which is hitting the top of the building. Can I cut this back to 5’ and will it come back by sprouting leaves at the top like a palm does? It has babies come up from the bottom! Thanks for your help!
It would be better to either take it to the ground or do renewal pruning, which removes the stems over a three year period. Here is more:
