It could be the river rock mulch. It tends to heat up and could either be drying the soil or heating the plant too much. Pull the rocks away from the base of the plant about 3 inches. Also the curled leaves indicate stress. It could be too much or not enough water. If the soil is dry because of the rocks, the plants could need more water. Rock does not conserve moisture like natural mulches. It is more suited to rock gardens or for drought tolerant plants. Here is more:
