I live in zone 9A in Texas. I planted an angel trumpet two years ago. The second year it was gorgeous, filled with blooms, and was almost 7 feet tall. Over this past winter, we had one day of freezing temperatures. I trimmed the plant back to about 6 inches above the ground and covered it with mulch. The plant came back this spring, but there are only a few large leaves and the rest are very small, 2 to 3 inches. They are clustered tightly around the middle of the plant. The plant is maybe 3 feet tall and obviously no blooms. What is wrong with it? Will it ever return to normal or should I discard it?
Though it likely stressed the plant to be cut back, it looks like you may have a pest issue and or some nutrient issues.
It will take some closer examination of your plant leaves and you can check your fertilizer application rates with with links below.

My neighbor planted a single tree that has multiplied to a total of five thru far. The roots are coming through the weep holes and beneath a retaining wall that separates our property. The wall is showing signs of pressure damage and I have been removing the roots and "sucker" trees that develop in my yard. If the trees are cut down, what needs to be done to prevent the roots from continuing to grow? Thank you for all assistance!
What I found is for Brugmansia suaveolens, white angel's trumpet. If you treat freshly cut stumps/suckers with concentrated glyphosate, using a foam paintbrush, it shouldn't come back. (If you live near a water source, you must use an herbicide rated safe for waterways.) However, you may kill the main, or parent, shrub as well.
When can I cut back my outside angel trumpet plants?
I am not certain if you are referring to the angel trumpet vine, or Brugmansia (often called the angel trumpet) so I will include article for both. These articles will help:

I live in zone 6. I put my plant in the basement for the winter. It now has very pale rather large sprouts. What do I do now it's still cold outside. Do I leave it in the basement or bring it up for light?
It sounds like it is breaking dormancy. You need to water it and put it in sunshine. Supplemental lighting is ideal. Even a desk lamp will help. Grow lights that fit desk lamps are available.
My white double datura has produced no flowers this year, the trumpets have been a strange shape and when opened they are just leaves
It appears to be a pH issue. This will make certain nutrients unavailable. Dolomitic lime will help normalize the pH.
In some cases, a root infection can cause these symptoms also. You can apply wettable sulfur to the soil to, both, correct and prevent infections.
Can bug spray be used on Angel Trumpets and when is the best time of day to spray? Our weather temperatures are in the 90’s and climbing.
Use Neem Oil for most pest issues.
Try to spray early in the day, avoid the hottest and brightest portion of the day.
