Q.I Have Something Growing in the Soil of My Hibiscus

I have two Hibiscus plants growing on my back patio and today I noticed some yellow clusters of something growing in each of the pots. Just wondering what this could be. I would be happy to provide pictures if necessary. They are hard to explain.
