Q.ARE These Suckers?

Zone 04901 | Newbie gardener added on July 18, 2020 | Answered

I planted this dogwood 2 years ago in an obvious bad spot. I noticed these growing from the bottom of the tree and then read about suckers? The new bottom branches look healthy while the top is curled up pretty tightly and not as healthy? Should I cut the bottom branches off?
