Q.Why Did My Foxtail Lilies Emerge As Tiny 4-5” Stem Flowers The Next Years Instead Of The Giant Stems?

I am a Master Gardener and can’t figure this out. Never seen any references to this happening or why

It could be that cold damage stunted its growth (heavy mulching is recommended in winter) or even something nibbling at its roots. Here is more on its care:
