Is the 3rd week in Feb. a good time to start vegetable seeds indoors? Thank You Dennis Applegate

This depends on the vegetable. Cool season veggies should be ok to start now, but I would wait until about 6 weeks before the last frost date in your area to start any warmer season vegetables.
