The plant has the requirements with water, soil. But no blooms. It's trimmed annually and is approximately 7 years old.
Has your weigela ever bloomed over the seven years? Do you fertilize your weigela? Is it in full sun or shade? Is the weigela healthy looking otherwise?
Tell me more about how you trim it annually. What time of year do you trim? Weigela blooms on one year old wood. Pruning spring flowering shrubs such as weigela in the fall or winter months can remove flowering wood with buds.
Another reason could be winter dieback which could have negatively impacted the buds that had developed prior to the onset of winter.

Our weigela has tons of beautiful blooms. But it is growing outward and flatter (like it has been beaten down) instead of upward and round like a shrub. How do we get it to grow upward and full instead of flat and low to the ground? It isn't an old bush. It is a few years old and has been pruned a couple of times. Do we tie it up? Or do they just grow this way? Thank you.
You should be able to correct or at least improve the shape of your shrub with pruning.

Weigela Shrubs can become infected with Mealybug or Gray Mold.
Environmental issues also could cause brown leaves. If it's a new planting Leaf Scorch could be a possibility.
