My plant is in a patio with some sunlight through short clear roof panels and security gates. It gets about 3.5 to 4 hours of direct sunlight. Should I have the plant outside instead.
These can actually withstand some bit of frost. They really need as much light as you can offer them in a day. Bright full sun will keep them healthier. If it doesn't get much below freezing for long in your area then they will survive happily with some mulch. They even prefer this "dormant" period to properly grow the next season.
They also prefer to live in a "bog" type setting, where they are submerged in some amount of standing water.

I'm confused, my plant is bright green, but it look exhausted. Or is it not enough sunlight
My Venus fly trap has been sprouting a stalk now for a few weeks and it’s about 30cm tall now. She has grown stalks in the middle before which I know should be cut out but am unsure to what this is. It looks like a flow bud has just started to grow on the end of it aswell, should I take it out or leave it?
Your plant is sending out a flower shoot.
You can cut and remove it or let it flower and produce seed.

The stalk of my Venus fly trap is turning dark like it’s dying, but the plant itself is thriving. New growth and new leaves. What is happening? The plant is drooping over because the stalk doesn’t seem to be strong enough to hold the body up.

Because of the nature of their environment, they are very prone to fungal infections. It is good to have fungicides on hand to treat them occasionally.

It looked very well until it began to get cold. I moved it inside.
Unfortunately, your photos did not come through. I am unable to see the damage.
Flytraps will enjoy a dormancy, though they can survive without one for quite some time. If you prefer to keep them active, then it will only decrease their lifespan by just a little.
With the proper environment and care, these plants will enjoy being indoors, just as they would being outdoors! Here are some articles that will help:
