We are planning to let our garden rest for a year. I was wondering what is the best to cover it with? I had thought of buying clear plastic to stake down and/or keep in place with logs and stumps. I've just tilled and cleaned it out and hope to cover it the next couple days. Thank you.

Covering the soil and garden for an entire year is not the best solution.
The soil needs sunshine and oxygen.
You also may uncover the garden in one year and find weeds, pests and rodents have turned your garden into their playground.
I would suggest planting a cover crop. This can rejuvenate the soil and keep weeds under control.

Should I remove all the weeds before tilling the soil?
Yes, pulling as many of the weeds as possible will help you in eliminating weeds.
Cultivating the weeds can tear the roots into many small pieces and they can easily root and spread, making more work for you.

How do you know which specific plants are ready for picking? I just started my own garden. There are some plants that I am unsure when they are ready. I have basil, parsley, tomatoes, peppers, onions, garlic, peas, cucumbers, and carrots.
Basil you pick the leaves or stem with a few big leaves on them that's it, don't worry about picking the leaves or stem it makes the plant busier and stronger. Don't pick leaves to often or your plant will die.
The tomatoes plant depending on which tomatoe plant you bought will let you know how long it will take to harvest. I personally like the black cherry tomatoe because it small and dosen't take long to grow.

When is it safe to start veggie seeds outside in a garden box?
I would be careful with tender seedlings and not place them out in a cold frame or garden until after the last frost date.

Is it safe to plant a vegetable garden where previous owner kept a pet pig? Previous owner kept a pet pig in the backyard over a year ago. Wondering if it safe to plant a vegetable garden in the area.
If the pig lived there 1 year ago the manure would have likely composted out by now.
In all likely you will have a wonderful garden location with good soil.
You could have the garden soil tested to see if you need to make any adjustments.
