I planted a rose tree last year and it had several buds but they did not open into flowers. The same thing is happening this year. It is a hybrid - no flowers, just buds.

I have removed all of the rose bushes that were infected and also removed the soil at the base. Should I treat the soil around the area with an insecticide? How long should I leave the area alone before I could replant roses there? Are roses that do not appear infected but are close in proximity in danger? Is there anything I can do to protect the roses that were near the infected roses?
Yes the rosebushes nearby could be at risk. I would buy a good miticide and spray the other roses and the old planting area with that. Apply it at least a couple times according to the label instructions. There is some belief that the virus is spread by tiny mites, so spraying for them should help protect the other rosebushes.

I would get a product called Olivia's Cloning Gel and use that to dip the prepped ends of the canes in to get them to take root. This week I noticed that the leaves of one of my rose bushes are sticky and wet looking. The other rose bush has small green "things" on the roses themselves. Are these rose bushes diseased? If so, what can I do?
Your rosebushes appear to be under attack by aphids and quite a few of them too. I would recommend spraying them with a good insecticide that states that it will kill aphids. You will likely have to spray them a couple times when under heavy attack. Check your other plants, shrubs and trees as well, if they too are under attack by the aphids you will want to spray them as well. Otherwise it will be a long sustained battle to get rid of the pests.

We recently bought a house with what I think are tea roses along the front walk. They are very lovely but you feel like you're going through a jungle squeezing between them to keep from getting snagged. They have just a few blossoms on canes about two feet tall and are in several different colors. I would like to move them but need to know when and how. We live in southeast Nebraska.

How many seeds go into each pot to get a beautiful rose bush?
When attempting to grow rosebushes from seed, I always place two seeds per pot. If the seeds were obtained on-line please be aware that there are some folks out there selling other plant or weed seed and calling it rose seeds. In some cases it is not any kind of seed bur some sort of dried up organic matter cut to appear to be seeds.
