growing roses from seeds

How many seeds go into each pot to get a beautiful rose bush?

When attempting to grow rosebushes from seed, I always place two seeds per pot. If the seeds were obtained on-line please be aware that there are some folks out there selling other plant or weed seed and calling it rose seeds. In some cases it is not any kind of seed bur some sort of dried up organic matter cut to appear to be seeds.
