It is planted with w feet of a healthy one. It is ~7 years old. It is sprouting healthy, left shoots from the trunk. The branches are green from ground to tips.
Oh, sigh. It is sprouting healthy leafy shoots.
I have looked at websites, find pictures that look like them, then get nowhere with any answers HELP
It's hard to know what to advise without knowing what kind of pest you're dealing with, however, I can guess that a good spraying of insecticidal soap, neem oil or removing the bugs by hand or with a spray of water might help. If it's just a few bugs, let the beneficials get them!

1 year old plants. Being eaten by critters (rabbits, squirrels). Can I cover with clear plastic bags without damaging plants?
No, clear plastic would heat up as well as stop air flow. You can make a cylinder from hardware cloth to put at base of tree. Here are more tips on protecting plants from critters:

It is blooming fine but the greenery looks awful. In Central Missouri, we had excessive rain in June. I don't have a photo of it. Is there something I can do to help it?
It could be due to the excessive rain, especially if the soil isn't well draining. Here is more:

It,s nice and healthy I cut it back every fall
Like the hibiscus and the daylily, the flowers only last one day. Occasionally, you will find a variety with blooms that last longer. But they are prolific bloomers. If the plant is stressed, it will often drop buds before they open. Here is more on their care:

Hi, My Rose of Sharon is leaning. Yesterday, I pruned it hoping that it will help. I took a look at it today and its still not straight. I am looking for your advice and suggestions how to fix it and make it straight. I have attached pictures to show you examples of what I am talking about. Thank you in advance and have a great day!
Likely, this was a combination of where it sits in relation to the sun, and the weight of the branches. Since it grew in that position, it will not likely change.

Thinking about purchasing one
Yes. They are one of the few species of Hibiscus that are toxic to dogs, unfortunately.
You may try some of the other Hibiscus in container, and bring them in during winter!
